Welcome to the Allier in Central France. The Allier – Central France - DEPT 03 The Allier is department 03. If you are looking at a map of france, put your finger in the middle and then move it across to the right a just a little. The Allier is the northern most department in the Auvergne Region. Moulins, in the north of the department, is the capital town of the Allier and the attractive spa town of Vichy, which is larger and probably more vibrant is in the south. Other towns include Montluçon in the west and St Pourcain-sur-Sioule, which is the wine region of the Allier.
